Definition and usage
utf8_encode () function encodes an ISO-8859-1 string to UTF-8.
Unicode is a global standard that has evolved to be able to describe all possible characters in all languages through a unique encoding of each character /symbol plus a large number of symbols.
However, it is not always possible to reliably pass Unicode characters between computers. UTF-8 can be used to transfer Unicode characters between computers.
If successful, the function returns an encoded string. If it fails, it returns FALSE.
