Definition and Usage

HTML5 not support <noframes> tag.

<noframes> Elements can display text for browsers that do not support frames. The noframes element is inside the frameset element.

<noframes> Element inserted in <frameset> Element.

Note: If you want to validate pages that contain frames, make sure the DTD is set to "Frameset DTD"。
